An electronic service provided through the Balady platform, aimed at registering and qualifying real estate developers with the Ministry of Municipalities and Housing, based on Royal Decree No. (A/84) dated 14/02/1442H, and the rules and conditions for considering real estate developers eligible for tax refunds under the decision of the Chairman of the Zakat, Tax, and Customs Authority (ZTCA), Decision No. (1754) dated 15/04/1442H. The data of qualified real estate developers will be automatically sent to the Zakat, Tax, and Customs Authority (ZTCA) for approval according to the authority's policies and regulations, without the need for an in-person visit.

This service allows eligible entities to submit a Project Coordination Report Cancellation Request through the Balady Portal, including the reason for cancellation. The request undergoes a coordination and approval cycle, and upon acceptance by the Coordination Office, the report is canceled, and the project site is made available to other entities. Additionally, the Coordination Office and the system may automatically cancel a Project Coordination Report if the project does not start within the scheduled timeframe or if a construction permit associated with the report is not issued. This service is provided electronically, without the need for an in-person visit to the government authority.
