The national strategy to protect integrity and combat corruption
Corruption is a complex concept with multiple dimensions, and its definitions differ according to the angle through which it is viewed. It is considered corruption every behavior that violates any of the rules and controls imposed by the system. It is also considered corruption every behavior that threatens the public interest, as well as any misuse of public office to achieve private gains. And in Sahih Muslim, the Messenger of God, may God’s prayers and peace be upon him, said: “God does not seek the help of a slave over a subject who dies when he dies deceiving her, except that God forbids him to enter Paradise.” Imam Ahmad narrated on the authority of Thawban, who said, “The Messenger of God, may God’s prayers and peace be upon him, cursed the bribe-taker, the bribe-taker, and the bribe-taker, meaning the one who walks between them.” The phenomenon of corruption includes multiple crimes such as: bribery and influence trading, abuse of power, illegal enrichment, manipulation, embezzlement, waste or misuse of public money, money laundering, accounting crimes, counterfeiting, counterfeiting currency, commercial fraud...etc. The experiences of countries of different levels of economic development or their political system indicate that corruption is not linked to a specific political system, but rather appears when conditions are conducive to its emergence, and is found in different and disparate forms in all political systems. Corruption is an international phenomenon and a factor of concern for the international community. The phenomenon of corruption is a complex phenomenon in which economic, social, cultural and political dimensions are mixed. Therefore, there are many reasons for its emergence. Among these reasons is the inconsistency of regulations and the requirements of social life, and the weakness of oversight. Corruption has multiple negative effects, the most important of which is the negative impact on the development process, as it deviates from its objectives, wastes resources and capabilities, misdirects and impedes its progress, as well as weakens the effectiveness and efficiency of the agencies, and causes a state of discontent and anxiety. Protecting integrity and combating corruption requires comprehensive reform programs that enjoy strong political support and gain strategic content based on diagnosing the problem and addressing its causes, cooperation of government agencies, participation of society and its institutions, establishment and promotion of moral principles and values for administration and society, and benefiting from international expertise. Since the protection of integrity and the fight against corruption in all its forms are established principles in Islamic law and international regulations, the Kingdom of Saudi Arabia, while deriving its systems from the principles and provisions of Islamic law, is concerned with protecting integrity and honesty, warning against corruption and fighting it in all its forms and manifestations. From this standpoint, the Kingdom was keen to share with the international community its interest in fighting corruption through its keenness to conclude agreements, attend conferences and seminars, and strengthen international cooperation.
As an extension of this interest, the Kingdom has made the following efforts:

Develop a strategy to protect integrity and combat corruption

Establishment of the National Anti-Corruption Authority to undertake the following tasks:
Receiving periodic reports and statistics of the competent authorities, studying them and preparing analytical data in their regard. Collecting information, data and statistics, classifying them, defining their types, analyzing and exchanging them with the relevant competent authorities.
The objectives and functions of the Authority
The Authority aims to protect integrity, promote the principle of transparency, and combat financial and administrative corruption in all its forms, manifestations, and methods. In order to achieve this, it has the following competencies:

Follow up the implementation of orders and instructions related to public affairs and the interests of citizens in a manner that ensures compliance with them.

Investigate aspects of financial and administrative corruption in public works contracts, operation and maintenance contracts, and other contracts related to public affairs and the interests of citizens in the authorities covered by the authority’s jurisdiction, and take the necessary legal measures regarding any contract that is found to involve corruption or that it was concluded or is being implemented in violation of the provisions of the laws and regulations. the window.

Referring violations and abuses related to financial and administrative corruption upon discovery to the control authorities or investigation authorities, as the case may be, and informing the head of the authority - to which the violating employee reports - of this. Follow up the recovery of funds and proceeds resulting from corruption crimes with the competent authorities.

Reviewing work methods and procedures in the entities covered by the authority's competencies, with the aim of identifying weaknesses that could lead to corruption, and working to address them in a way that ensures the achievement of the authority's objectives and the implementation of its competencies.

Propose the necessary systems and policies to prevent and combat corruption, and conduct a periodic review of the relevant systems and regulations, to determine their adequacy, and work to develop and remove them according to the legal procedures.

Preparing the necessary controls for making financial disclosure statements and taking the job oath for some categories of workers in the state, and submitting them to the King for approval.

Monitoring the extent to which the bodies covered by the Authority’s competencies are doing what they are required to do with regard to the application of regulations that criminalize financial and administrative corruption, and work to strengthen the principle of accountability for every person, regardless of his position.

Follow up on the implementation of the obligations contained in the international agreements related to protecting integrity and combating corruption to which the Kingdom is a party.

Provide direct channels of communication with the public to receive their reports related to behavior involving corruption, verify their authenticity and take the necessary action in this regard.
• Work with the concerned authorities and civil society institutions to develop a sense of citizenship and the importance of protecting public money, facilities and public property, in order to achieve good management and preservation.

Receiving periodic reports and statistics from the authorities covered by the Authority's competence - as required by the Authority - and studying them, preparing analytical data in their regard, and taking the necessary actions in their regard.

Supporting research and studies procedures related to protecting integrity and combating corruption, and urging the concerned authorities, specialized research centers and civil society institutions to contribute to this.

Conducting studies and measurements related to the impact of corruption on social cohesion and economic development, analyzing them, and developing the necessary means to address this.

Collecting information, data and statistics related to corruption, analyzing them, and building databases and information systems for them.

Spreading awareness of the concept of corruption, building and explaining its dangers and effects, the importance of protecting integrity, promoting self-censorship and a culture of zero tolerance for corruption, and encouraging civil society institutions and the media to cooperate and contribute in this regard.

Representing the Kingdom in international conferences and forums related to transparency, protecting integrity and combating corruption, and cooperating with regional and international bodies and organizations working in this field.

Collecting, classifying and analyzing information, data and statistics related to corruption, and organizing a national database to protect integrity and combat corruption.

The communication can be delivered to the Authority through one of the following means:

Through the communications service , which is an electronic service provided by the Control and Anti-Corruption Authority, which enables the beneficiary to submit a report about any administrative or financial corruption in one of the bodies covered by the authority's jurisdiction. Anyone can submit a report on what they believe to be a case of corruption, and the Authority will investigate the case if it falls under its responsibility, or refer it to other oversight bodies (Administrative Investigations, the Control and Investigation Authority, or others).
