An electronic service available on the Balady Platform, designed for government and private sector entities across the Kingdom. This service allows users to submit a request to modify a project plan for both scheduled and non-scheduled projects through the Balady Portal. Emergency project plans cannot be modified. The request undergoes a coordination and approval cycle, and upon final acceptance, the project is updated within the Project Plan, and a revised and approved Coordination Report is issued, without the need for an in-person visit to the government authority.
The applicant logs into the Major Project Coordination Platform on Balady, verifies their identity and role, fills out and submits the Project Plan Modification Request, ensuring all entity details and data accuracy, and acknowledges compliance with the service requirements and commitments.
The request is automatically circulated to all relevant authorities (Coordination and Approval Entities), and they are notified of the request, with a specified response deadline.
Once the coordination process is completed and the request is approved, all relevant authorities and the applicant are notified of the issuance of an updated Coordination Report, which becomes available for printing.
The project owner may request a modification only if the project has an approved Coordination Report that has not yet been used for construction permits.
The applicant’s role must be verified as either (Establishment Owner/Manager) via the Ministry of Commerce or as an authorized representative through the Municipal Authorization Service.
The request is subject to a coordination and approval period among relevant authorities.
The applicant must acknowledge and commit to the service requirements and conditions.

This mode enables people with motor impairments to operate the website by using the keyboard Tab, Shift+Tab, and the Enter keys. Users can also use speech recognition software such as Dragon Naturally Speaking.
Colorblind Mode

This mode adjusts the website for colorblind users such as Protanopia, Deuteranopia, Tritanopia, and others. It also helps users with Cataracts and Glaucoma.
Dyslexia Friendly Mode

This mode adjusts the website to be easier to read for people with Dyslexia, which is a reading disability characterized by trouble with reading despite normal intelligence.

Blindness Mode

This mode configures the website to be compatible with screen-readers such as JAWS, NVDA, VoiceOver, and TalkBack. A screen-reader is software for blind users that is installed on a computer and smartphone, and websites must be compatible with it.
