An electronic service available on the Balady platform designed to support and
empower private sector establishments by ensuring they meet a minimum set of
technical and financial standards and obtain a Classification Certificate to provide
services in cities across the Kingdom, without the need to visit the authority.

Submit a request for classification certificate or immediate accreditation

● The user selects City Service Providers Classification from the list of services on the Balady platform.

● The user clicks the (Start Service) button on the Request for Classification Certificate service card and enters the system.

● The Main Business Classification screen appears.

● The user selects the classification type: (Establishments Classification) or (Engineering Offices Classification).

● The user enters the Unified National Number for establishments or the License Number for engineering offices and clicks (Verify).

● The system verifies the establishment, and after verification, the user can proceed by clicking (Next).

● The system retrieves establishment data from the Ministry of Commerce, displaying classified activities and fields. The user clicks (Next) to continue.

● The (Technical Grade) screen appears, where the user selects the fields for classification.

● After selecting the fields, a section appears for each chosen field, requiring the user to complete the Technical Evaluation Requests before clicking (Next).

● The system displays the (Project Data and Performance Record) screen (optional), where the user can enter project details or skip this step by clicking (Next).

● The system displays the (Credit Classification) screen, where the user selects a classification track and fills in the required data.

● The user must have Credit Classification.
● The user must have a Technical Standards Certificate.

What is the procedure if the primary activity in the commercial registration differs from the classification field requested?
"All classification-related activities are listed in the National Classification of Economic Activities. A primary activity in the commercial registration may include sub-activities. During the application, the primary registration is used. Therefore, the commercial registration must be updated to include the required classified activities.
Is it required to have three financial statements for classification?
No, only financial statements not older than 18 months are required and must be uploaded to the Qawaem platform.
Can a company apply for classification in multiple sectors it is licensed for?
Yes, companies may apply for classification in more than one sector except engineering offices, which may only be classified under the engineering offices sector.
How is the applicant notified that the certificate is ready for printing?
After the beneficiary submits the request, the system displays a notification of certificate issuance and allows the beneficiary to print it immediately once the General Directorate approves the classification request after its technical and financial completion.
Why are temporary letters not available anymore?
Temporary letters have been discontinued and replaced by the classification certificate.
What if a user wants to cancel a submitted classification request?
Yes, it can be canceled only if the technical or credit evaluation has not been completed.

Cancel the request
Note: Once both evaluations are complete and the certificate is issued, cancellation is not possible.

How long does it take to obtain the classification certificate?
16 working days – the duration may extend up to 60 working days according to the Classification System Regulations.
Are there branch offices of the City Operators Regulatory Agency (formerly Contractor Classification Agency) outside Riyadh?
No, there are no branch offices. Applications and certificate issuance are conducted entirely online.

Applications are submitted via the Balady platform by:

Logging into the City Service Provider Classification Service using the establishment's account

Accessing through National Unified Access

Completing the electronic forms
