An electronic service available on the Balady platform that allows users to commence commercial activities by issuing a Commercial License, along with a Safety Permit issued by the General Directorate of Civil Defense for all commercial activities approved by the Ministry of Municipalities and Housing, without the need to visit the authority.

Privacy and Terms of Use

You can apply for a Commercial License for your business, including but not limited to a Business License, Environmental Permits, Industrial Company License, Medical Company License, Food Company License, Tourism Company License, or Professional Establishment License by following these steps:

1. Enter the establishment record and specify the activity and area.

2. Select the location and fill in the details of the shop or mobile cart.

3. Pay the fees if the activity qualifies for an instant license, or submit the request to the municipality for non-instant activities.

1. Exterior Photo of the Shop – Clearly showing the shop’s signboard.

2. Lease Agreement, Ownership Deed, or Investment Contract – Issued by the municipality or other government entities.

3. Sanitation Contract (Optional, based on contract type and business activity).

4. Safety Equipment Invoice or Safety Report – Issued by the Civil Defense for instant approval activities.

5. Copy of the Building Permit

Does this change affect applications that do not require a Civil Defense license?

No. Applications for which Civil Defense fees are not required will continue through the standard process without a Civil Defense fees invoice being generated.

Is the municipal fees invoice the same as the Civil Defense fees invoice?

No. The Civil Defense fees invoice is separate from the municipal fees invoice. Once it has been paid, the application moves to the municipal fees payment stage in accordance with the standard process.

Can the application be completed without paying the Civil Defense fees?

No. If Civil Defense fees are applicable to the application, they must be paid before the application process can be completed.

What does the status "Awaiting Payment of Civil Defense Fees" mean?

It means that the application has reached a stage at which the Civil Defense fees must be paid before the process can continue. The application will not proceed, and the municipal fees invoice will not be issued, until these fees are paid, where applicable.

How can the beneficiary pay the Civil Defense fees?

The beneficiary can pay through the Balady platform by opening the application details, navigating to the Civil Defense Fees section, and selecting Calculate Civil Defense Fees. Once the fees are calculated and the amount is displayed, the beneficiary selects Pay, and the system redirects them to the National Housing Company payment gateway to complete the payment.

Are Civil Defense fees required for all services?

No. Civil Defense fees are calculated only when they are applicable to the application. The fees may not appear if the service is not covered, the application is still in draft status, the Civil Defense data is incomplete, or a Civil Defense exemption applies to the service.

Which services are included in this change?

Issuing, renewing, modifying, or relocating a commercial license, as well as issuing a seasonal commercial license, where no exemption applies.

What is the new change to the payment of Civil Defense fees?

Civil Defense fees have been separated from the main municipal invoice. When applicable to an application, they will appear to the beneficiary as a separate invoice payable through the Balady platform.

How can specialized services be accessed on the Balady platform?

After the issuance of the commercial license, the beneficiary is notified of the option to start issuing permits related to the license through SMS messages sent to the mobile number registered in Absher and to their email.

What is the procedure when a notification appears to the customer (the trade license number is wrong)?

Please enter as the applicant (owner/manager of a facility) in case the license is on a commercial register, and if the license is on a national ID, you can enter through (for myself).
