1. The user selects the classification of Balady service providers from the list of services on Baladi platform
2. The beneficiary clicks on the (Start Service) button in the service card (adding and deleting a field or modifying the degree of classification) and enters the system.
3. The beneficiary appears on the main business classification screen.
4. The beneficiary chooses the type of classification (facilities classification or engineering offices classification).
5. The beneficiary enters the unified national number for establishments or the license number for engineering offices and click on the (Verify) button.
6. The system displays the facility data retrieved from the Ministry of Commerce, the activities subject to classification and their fields, and the beneficiary must click on the (Next) button.
7. The system displays the (technical degree) screen and the beneficiary must select the fields to be categorized.
8. After selecting the fields, a dedicated section appears for each of the fields selected by the beneficiary, and the beneficiary must process the technical evaluation requests and click on the (Next) button.
9. The system displays the screen (project data and performance record), which is an optional screen that allows facilities to enter project data, and the facility can enter projects or skip this step by pressing the (Next) button.
10. The system displays the (Credit Rating) screen and the beneficiary must choose one of the paths and fill in the required data.
11. After completing all the requirements, the beneficiary must click on the (Submit) button.
12. The system displays a summary of the beneficiary's choices (fields that will appear in the certificate as they are, new fields, fields to be deleted, fields to be modified) and the beneficiary must confirm.
13. The system sends the request to the General Directorate of Classification for approval.
14. After the application is approved, the beneficiary can print the classification certificate.

Within the first 60 days, a technical rating appeal can be submitted.

It can be modified through the Balady platform by submitting a request via the service “Add/Delete Field or Modify Classification Grade” after updating the data with the Ministry of Commerce.
- Modifications are allowed once every 90 days starting from day 91 after the certificate is issued and up to 90 days before its expiration, or after 45 days from the last modification.
- A new version of the same certificate is issued with the same certificate number and expiry date (only the version number, activities, and classification grade per field are updated).
- A new financial and technical evaluation is required.
● Modifications are allowed starting from the 91st day after issuance and up to 90 days before expiration.
● One modification is permitted every three months.
● Any number of modifications can be made within the allowed period.
● A new version of the certificate is issued with the same certificate number and expiration date (only the version number, classification grade, and activities are updated).
● A new financial and technical evaluation is required.
