1. The service provider representative selects one of the previously coordinated excavations (with a multi-coordination report) that has not yet been issued an excavation permit after logging into the Balady platform.
2. The representative fills out and submits the request for a pre-coordinated excavation permit after verifying all data and acknowledging compliance with the service conditions.
3. Once the request is submitted, an invoice for the applicable fees is immediately issued, and the applicant is notified to complete the payment within a specified period.
4. Upon payment, the excavation permit is issued, and the applicant is notified with the option to print the permit.
- A multi-coordination report containing excavation details is required before submitting this request.
- The service entity must assign its representatives within the infrastructure project coordination office (users are defined and permissions are assigned electronically).
- The service entity must register its work team in each coordination office at each municipality (including certified contractors, consultants, and supervisors).
- The following conditions apply to work team members (contractors/consultants/supervisors) before they are registered in an excavation permit request:
- The commercial records of both the main contractor and subcontractors must be valid and active throughout the excavation period until the issuance of the clearance certificate.
- Both the main contractor and subcontractors must have a valid classification certificate for city service providers throughout the excavation duration.
- Both the main contractor and subcontractors must be pre-qualified within the relevant municipality’s jurisdiction.
- The commercial records of both the primary consultant and sub-consultants must be valid and active throughout the excavation period.
- Both the primary consultant and sub-consultants must hold a valid classification certificate for city service providers throughout the excavation duration.
- The service entity must sign the Service Level Agreement with the Ministry of Municipal and Rural Affairs and Housing.
- The excavation permit request must be submitted well in advance to allow notification to traffic authorities and fee payment (at least 30 hours before the planned excavation start date).
- The requesting service entity must review and validate the application data before submission.
