Does this change affect applications that do not require a Civil Defense license?
No. Applications for which Civil Defense fees are not required will continue through the standard process without a Civil Defense fees invoice being generated.
Is the municipal fees invoice the same as the Civil Defense fees invoice?
No. The Civil Defense fees invoice is separate from the municipal fees invoice. Once it has been paid, the application moves to the municipal fees payment stage in accordance with the standard process.
Can the application be completed without paying the Civil Defense fees?
No. If Civil Defense fees are applicable to the application, they must be paid before the application process can be completed.
What does the status "Awaiting Payment of Civil Defense Fees" mean?
It means that the application has reached a stage at which the Civil Defense fees must be paid before the process can continue. The application will not proceed, and the municipal fees invoice will not be issued, until these fees are paid, where applicable.
How can the beneficiary pay the Civil Defense fees?
The beneficiary can pay through the Balady platform by opening the application details, navigating to the Civil Defense Fees section, and selecting Calculate Civil Defense Fees. Once the fees are calculated and the amount is displayed, the beneficiary selects Pay, and the system redirects them to the National Housing Company payment gateway to complete the payment.
Are Civil Defense fees required for all services?
No. Civil Defense fees are calculated only when they are applicable to the application. The fees may not appear if the service is not covered, the application is still in draft status, the Civil Defense data is incomplete, or a Civil Defense exemption applies to the service.
Which services are included in this change?
Issuing, renewing, modifying, or relocating a commercial license, as well as issuing a seasonal commercial license, where no exemption applies.
What is the new change to the payment of Civil Defense fees?
Civil Defense fees have been separated from the main municipal invoice. When applicable to an application, they will appear to the beneficiary as a separate invoice payable through the Balady platform.
