Ministry of Municipalities and Housing Launches Updated Contractor Classification Mechanism to Enhance Project Quality and Sector Efficiency
The Ministry of Municipalities and Housing has launched the updated Contractor Classification Mechanism as part of its ongoing efforts to develop the contracting sector, enhance project delivery, and reinforce the principles of transparency, integrity, and impartiality. The initiative aims to improve the quality of national projects while supporting the Kingdom’s objectives of enhancing the urban landscape and improving quality of life across its cities.
The Ministry stated that the updated mechanism is based on a comprehensive evaluation model that assesses contractors’ technical and financial capabilities, previous project experience, and organizational capacity. The assessment follows a rigorous and comprehensive methodology covering a broad range of sectors, including construction, telecommunications and information technology, catering and food services, cybersecurity, exhibitions and conferences, real estate development, and operation, maintenance, and services. This approach enhances contractors’ readiness to participate in government projects with greater efficiency and reliability.
The Ministry also noted that the updated mechanism is fully automated through the Balady platform, enabling beneficiaries to complete the entire classification process electronically—from submitting an application and undergoing evaluation to receiving and self-printing the classification certificate immediately upon approval—without the need to visit any government entity.
The Ministry added that this digital transformation streamlines procedures, improves data accuracy, and enhances the reliability of information. It also enables government entities to electronically verify contractor classification certificates and classification grades while establishing an integrated database of completed projects, main contractors, and subcontractors. This supports statistical analysis, informed decision-making, and more effective planning and development across the sector.
