The Phase 1 areas include the major cities of Riyadh, Jeddah, Makkah, Madinah, and Dammam Metropolitan Area, without the need to visit the authority.
Instant Approval Service
The Instant Approval service is an electronic service available on the Balady platform, enabling users to issue a Classification Certificate with an Approval Grade. This certificate allows beneficiaries to obtain municipal licenses but does not qualify them to participate in government tenders, eliminating the need for in-person visits to the issuing authority.
