Ministry of Municipalities and Housing Issues More Than 1,360 Collective Housing Licenses Since Mandatory Licensing Requirement Took Effect

The Ministry of Municipalities and Housing has issued more than 1,360 collective housing licenses, including preliminary licenses, since the mandatory licensing requirement for establishments to accommodate workers in licensed collective housing came into effect in September 2025. This reflects growing compliance with regulatory requirements and supports the Ministry’s efforts to regulate the collective housing sector and improve the quality of accommodation provided for workers.

The Ministry stated that applications for collective housing licenses have increased significantly, reflecting greater awareness among establishments of the importance of complying with the approved requirements and their continued efforts to regularize worker accommodation. This contributes to regulating the sector and enhancing the quality of services provided.

The Ministry also noted that the licensed accommodation capacity of collective housing facilities approved through the Balady platform has reached approximately one million occupants. This supports the provision of housing that complies with health and regulatory requirements, enhances the quality of collective housing environments, and advances the Ministry’s objectives for regulating the worker accommodation sector.

The Ministry emphasized that expanding the issuance of licenses is a key enabler for strengthening the governance of the collective housing sector by increasing compliance, improving the quality of worker accommodation, and providing safe and well-organized living environments. These efforts contribute to enhancing quality of life and improving the services provided to beneficiaries.

The Ministry urged establishments subject to the mandatory licensing requirement to complete their licensing procedures and benefit from the digital services available through the Balady platform. It also called on them to regularize worker accommodation in accordance with the approved requirements, emphasizing that compliance with health, environmental, and regulatory requirements contributes to the sustainability of the sector and enhances the quality of collective housing.
